In the heart of Cloquet, the Human Development Center (HDC) is a cornerstone of mental health and recovery services, offering hope, healing, and support to individuals across all stages of life. As the largest provider of integrated behavioral health services across Carlton, Lake, and St. Louis counties in Minnesota and Douglas County in Wisconsin, HDC is more than just a clinic. It’s a mission-driven nonprofit organization committed to serving the community with compassion and respect.


Comprehensive Care, Right in Cloquet

HDC operates three buildings in Cloquet, including its Community Outreach Center, and provides a full spectrum of mental and behavioral health services for children, youth, adults, and families. These services include:

Outreach Center: A Community Hub of Connection

The Cloquet Outreach Center, located at 24 10th Street, is a vital resource for individuals with mental health disabilities. Through a consumer empowerment model, people can make friends, build life skills, and engage in social and recreational activities. The center provides meaningful connection and engagement, whether it’s a group outing, music session, or skill-building activity.

While the center isn’t a treatment facility, it works closely with other HDC services to support housing, employment, and wellness goals. Annual fundraisers and support from the United Way of Carlton County help keep the doors open and the programs running.➡️ Support the Outreach Center


Supportive Housing for Sustainable Independence

Above the Outreach Center are six supportive housing units designed for individuals with mental illness who are also homeless or at risk. Residents have access to comprehensive support services such as:

  • Housing Assistance

  • Medication Monitoring

  • Daily Living Support

  • Employment Support

  • Crisis Intervention
